Axa CSPA Travel Insurance renewal deadline changes.

I'm a member of the Civil Service Pensioners Alliance (CSPA) and until recently I used the Axa multi trip travel insurance they recommend. When I declined to renew in April, I was told that I could go back anytime before October 1st and renew for the same price quoted in April. Today I received a rather gnomic letter from Axa telling me that "it is possible our stance has altered since we spoke to you about cancelling your policy" No information on how their stance may have changed - just a reference to their website. After some digging I discovered a web page that suggests that the deadline for renewal has been moved forward to August 1st and that no new policy will be offered if I do not renew by then. So it seems that Axa have changed their renewal conditions, bringing the deadline forward. If I do renew before August 1st it seems to me that I am risking paying for nothing, as the policy is useless unless and until the FCO revise their travel guidance. If I don't renew by then, I have to find a new provider. All very unsatisfactory, particularly being pressured into an early decision by this changed renewal deadline.
Have others received this letter, and is your interpretation the same? Not surprisingly, I just get put on hold if I try to contact Axa. CPSA say they "do not represent you or negotiate any aspect of your .... insurance with Axa...." All advice welcome.
