Apple IOS 13.5.1 Update

I have a contract IPhone XR and after the recent IOS update I haven’t been able to use the mobile data which is up to date and active. After working through a few self help articles to resolve the issue and speaking to apple directly who couldn’t help after the backup and restore function failed I now have a phone that can’t be activated?? The phone is two month out of warranty and Apple have said they could take it in for repair at a cost of £396 and Sky who the contract is with have offered no help although I am only half way through the 36 month contract with over £400 still to pay. I simply do not have the cash to pay for a repair which is clearly a software issue or buy myself out of the contract so I can get a new one.
