Opening a child's account... not a parent

Hi there... is there anyway of opening an ISA for a child if you are not a parent or guardian? Im a foster carer and am looking to open ISA's for the children I've had in my care so they can access it when they turn 18.. can anyone advise if this is possible? Ideally it would be better if no adults had access to withdrawing the funds. Thanks
