My landlord insists on paying rent with cash in hand and also refuses to give a receipt

    Buy a money order or cashier's check from your bank - same as cash, take a copy with your phone and give it to him
    But I would stop handing over cash - because at the end of the day it's your word against him

    Definitely get a receipt or video the transaction. And tell him you're going to have to pay X amount less as you are charged high cash withdrawal fees. I wouldn't get involved with HMRC as that's just ratty behaviour. What a landlord does with the money you pay him is of no business to you, unless he does try to cheat you or illegally evict you at a later stage, then only would I report him to HMRC.

    Personally I would ask him to sign a receipt when he comes round.

    It's perfectly legal to pay in cash, but I would want some evidence to prove that the rent had been paid. It could be as simple as a bit of notepaper saying "Mr Landlord hereby confirms he has received of £x in cash - Signed, Mr Landlord".

    Another vote for reporting the landlord to HMRC. Perhaps when your tenancy finishes if you wish to avoid rocking the boat. HMRC would probably just do a land registry search and then write to the landlord asking him to pay unpaid tax. HMRC wouldn't say you had reported him (though he my have his suspicions).

    While non-payment of tax doesn't affect you directly, people should be paying their taxes, particularly  if you wish to be using government services like driving on public roads or using the NHS. HMRC are running a campaign at the moment to pursue unpaid tax from landlords. You can make a report online - even better if you are able to attach a copy of your tenancy agreement proving that he is letting the property! https://www.gov.uk/government/organisations/hm-revenue-customs/contact/report-fraud-to-hmrc.

    Is your deposit registered?
    Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

    Do you know the name of your landlord ?
    Maybe check the deeds the owner is the person your handing money over too.
