Furloughed but others brought in to do job

I am asking this on behalf of my mum as she's not  very tech savvy. 
She works for a company as a cleaner with one other person. The other person is over 65 and decided to self isolate and then she became furloughed along with my mum when the scheme came in place. They are both still furloughed but my mum has recently found out that the company she works for has actually brought in cleaning contractors recently. she doesn't know where she stands on this as she is more than happy to be back at work and there is no reason for her to be furloughed if they are paying someone else to do her job. we both agree that this may not end well for her and her friend but is this even legal for them to do this?

    There is nothing to stop them doing it. It can make sense if the amount of work is less than a full time employee would do. Things may change when furloughing people working part time comes in.

    Perhaps they only have enough work for 10 hours a week. If they are doing 20 hours, and cost less, you are right to be concerned about the future of the jobs. How near to NMW is their wage, and do they have over 2 years of service?

    • All land is owned. If you are not on yours, you are on someone else's
    • When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
    • "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere

    They work at huge vehicle/mechanics site. The cleaning is definitely needed

    They are both contracted to 20 hours and yes they are on 80%

    Its exactly minimum wage and they have worked there for 14 years

    Not sure why contracters would be any cheaper. Without asking them why nobody really knows.
