Forwarding PAYG Mobile Number calls to another Mobile Number for Free

I have my mobile number with Smarty, which runs on the Three network.
I have a couple of business ideas I am trying out and want to list some other mobile numbers on my websites and have them forward to my main Smarty number.
Can this be done for free by activating a small topup on a PAYG network? (Meaning I don't pay for any calls that are forwarded)
The research I have so far is, Vodafone (and VOXI) do not allow call forwarding on PAYG. GiffGaff seems to charge per minute(25p)!! Which obviously gets VERY expensive. Lebara do not allow call forwarding either. Three and Smarty do offer call forwarding, just checking out the pricing. As Three do have a 3p per min call rate on a PAYG I think.
NOTE: GiffGaff to GiffGaff call forwarding if free if you but a Goodybag every 3 months(min £6). So, for £18 a year you can have free call forwarding, only if your main number is GiffGaff though. You can also get a £5 kicker bonus for referring yourself to your existing and new mobile number.

Yeah afaik all networks that offer call diversion either charge for it or include it in an allowance, you can divert calls from giffgaff to any 01, 03, 03 landline or 07 mobile included in a £6 goodybag (45,000 minutes)
