I had my bathroom done last year and to save on costs I removes all the old wall tiles and flooring myself and instead of having new tiles put on I had multipanels fitted, quicker to fit and as nice finish as tiles plus no grout to clean.

The VAT registration threshold is £85,000. For a tradesman that mainly uses his hands and material costs are low or non existent (gardener, plasterer etc) then I'd accept that many are not VAT registered, therefore you don't need to pay. But for someone whose material costs equal or exceed their labour costs (kitchen and bathroom fitters), then I take the view that they either aren't very good (ie not much work) or are on the fiddle. Tax evasion hurts us all. I pay very high rates of tax (I try to avoid as much as possible, but not evade any).
The tradesman that is underdeclaring his work is not only avoiding VAT but income tax/NI etc. I don't feel comfortable doing that at all.
As for sourcing your own fixtures and fittings then paying someone who is not VAT registered to fit it would be OK but many decent installers will have a good turnover and benefit from mark ups on materials and so the ones that don't charge VAT I always view with suspicion. I've spent over £1m renovating properties over the last 5 years so feel qualified to judge.
