The rejection letter is a template; no idea why you've read it as if it means something for your case.

With PCM I do sometimes suggest that people might try IAS as long as they supply LOTS of photo evidence to support their case and also reply every time, at every stage, asking PCM for more information, until they get fed up.

OK then try IAS using your evidence and say that the sign, as drafted, only relates to bays 1 - 6.

It was an unusual one with such badly drafted signs that any driver would think the payments only relate to bays 1-6 (which probably isn't PCM's intention!).   This one proves that with PCM and lots of photo evidence, it can be worth an IAS appeal because PCM seem keen to back down.

Now make a complaint to the IPC that you were unfairly ticketed, twice.

Also complain to the DVLA as well as the DVLA KADOE team.

    ccrt@dvla.gov.uk

    and

    KADOEservice.support@dvla.gov.uk

Don't forget the all important complaint to your MP.

Don't forget to include the prohibited premium rate 'phone number on the scammer's signs in your complaints.
