Neighbour skip on my front lawn

The question that's baffling me, is, why? The offender lives 4 doors away, so whatever they are filling it with has to be carried out to the road, 4 doors along, and in again. If they have builders or contractors doing that, then surely they would wonder why it was not placed on the property being worked on, which has it's own drive. Not a very efficient way to work.
If it was a shared drive or similar, I could understand it, but 4 doors away? There's got to be more to this...
