SIM card was opened in the post is it safe to use?

Hi all, I've just received a Smarty SIM card in the post but the package has arrived and it pretty clearly looks like it has already being opened. The SIM card itself is still in tact.
Is there a reason someone would have done this? Is it dangerous to use the SIM or should I just ask for a new one?

Or possibly it wasn't sealed correctly in the first place. It happens more than you think it does.

Did it come card sized with push out smaller cards? If so that why it could have been opened.0
