Carrying a locking knife is your car is a criminal offence and you will likely be arrested if caught.
You MUST at that time have a valid reason to be carrying it or have such an item on you.

If you really need to carry such a tool, then why not just get a pen knife with no lockable blade, as not worth the hassle.

Get yourself a Maglite 2D, the Met Police were banned from using them because if you clobber someone (accidentally of course) with one of these babies, they ain't getting up for a good while.
