New format debt recovery plus PCN?

Hi All,
I promise that I've read the newbie threads...   
But, I can't find an example of the letter I've received and as it doesn't have any of the usual headers, I want to check its a PCN?
This is the first letter I've received on the ticket as I've moved house and so I've missed the appeal period.
If this is a PCN, from what I've read on here, and the current position, I understand the steps to be:
- Ignore this letter
- Write to ECP and update my address with them
- Update address with DVLA
- Wait for another letter?

Please could someone just confirm this is a new format PCN (that has been edited to try and look nice during the pandemic) and that the above is correct?

It's not a PCN, it's a debt collector letter. 

Obviously it's been 'inspired' by the C19 crisis, therefore no more than a few weeks old, but it's not new to us (we've seen it many times in recent weeks). But the very old advice is still very current - ignore debt collector letters; do not communicate with a debt collector.

No, it is not a "PCN"
It is simply a debt collectors chase letter. 
So yes, ignore DRP. Update V5 with DVLA - you cant forget this! imagine if this had been a NIP instead?! Tell ECP you r new address for service and to erase your old address.
ECP wont send antying of any import. They dont do court.

This I this is not a new format - there were threads about it here by IIRC the second or third week of lockdown.
