Refund on holiday deposit

Hi all. I booked a holiday to Morocco and due to the pandemic my flight was cancelled (RyanAir). My accommodation provider's cancellation policy states as long as I cancel 14 days prior I am entitled to a refund of my deposit (£100). Paypal replied and rejected me once again! I am going to query it with Paypal and ask why my insurer won't cover it.

Paypal are a law unto themselves.
There is a thread on here about Hoppa, Paypal have refunded some but not others, but the cases are exactly the same.
