Refund on holiday deposit

Hi all.
I booked a holiday to Morocco and due to the pandemic my flight was cancelled (RyanAir). My accommodation provider's cancellation policy states as long as I cancel 14 days prior I am entitled to a refund of my deposit (£100). Conveniently, they are now ignoring my emails requesting this refund.  :|
I contacted my insurance (AXA) about the situation, requesting a refund from them, but they stated that it is my airline (RyainAir) which owes me the refund. I have contacted RyanAir but i am waiting for a response.
So, simply, who should be the ones refunding me the £100? Is it my airline or AXA insurance.

    I paid a private B&B by Paypal. I have already contacted Paypal and they said to contact my insurer. I feel like I am being passed from pillar to post  :#

    I paid a private B&B by Paypal. I have already contacted Paypal and they said to contact my insurer. I feel like I am being passed from pillar to post  :#

    Both actually, I messaged them re the situation, and they asked me to open a dispute.

    Did they close the dispute?  is that when they told you contact your insurer?

    The last thing they sent me was this: "We have reviewed all the details of your claim. Based on the information we have to date, we have to deny your claim. This decision was made because your billing dispute doesn't match our qualification for a billing dispute." Unfortunately for some reason, I cannot access my PayPal resolution centre at the moment, to see whether it is open or closed.

    It's the B&B that should be refunding you in the first instance.
    Ryanair will never pay for the B&B willingly,  you would need court action  and it would be very hard to win.
    The trouble with PayPal  is they can and do make their own rules
    If the B&B continue not refunding you there is little you can do with them.
    Keep on a Paypal, making sure you summit the cancellation policy to prove you should be refunded.
    If Paypal reuse to pay then it's your insurer  who should cover it.

    How did you fund the Paypal transaction for the £100,  was it from a debit/credit card,  or a bank account?

    Yes the B&B giving the silent treatment has made everything difficult. Ho hum.
    Agreed. I highly doubt RyanAir will compensate me, so I am keeping on at Paypal, like you suggested. I paid via bank account. I just spoke with one of their agents who said to change the "reason for my dispute", as there is more of a chance that they will refund me if I change it to "item not received". Keeping my fingers crossed! Thank you.

    Paypal replied and rejected me once again!  :# I am going to query it with Paypal and ask why my insurer won't cover it.
