Delayed payment on entry


In between appealing I have now received a letter from a company for the recovery of costs.
could someone please tell me what to do next - very simply - as I’m dyslexic and find it difficult to follow complex issues

Your best bet is to start with the NEWBIES thread at the top of the board - this will explain what happens now.The IAS is generally a waste of time because it's a kangaroo court.You're now waiting until you get a Letter Before County Court Claim (LBCCC) or Court Claim Form from the CCBC in Northampton.If you receive any letters from a debt collector, you must file them away as evidence and IGNORE them as they're lower than pond scum.By the way, which PPC and car park was this please?3

I have been reading the newbies thread, there’s so much information that it’s taking me ages to read and understand.
My fine was through parking on private land car park in Plymouth.
I paid the full price of ticket for time I was there but judged to be too late in paying it as I was over their 10 minutes allotted to pay.0 -
a common issuethe only ways to win this are1) to get the landowner to cancel the pcn, so a landowner complaint, this can be done at any time but the sooner the beterthis is stage one (plan A) in the newbies threadthe appeal you made to your parking company is stage 2 (which parking company ?) , these are normally rejected out of handno IAS appeal, they will probably reject your appeal anywaythe stages after that are LBC and courttry foir a landowner cancellation with a complaint , but the chances are that only a court can settle your disputeyour parking company have 6 years to try a court case, using MCOL from the CCBC in Northampton3

why was there a delay?
if it was private land, then where are you getting the word fine from?, while it may seem pedantic, this is important as private companies can not issue fines in most cases

Sorry letter says it’s a parking charge.The parking charge was from premier parking solutions.
I was at Bovisand car park
Entered at 14.39. Left 15.52Reason for issue: delayed payment on entry.
The delay on payment was me not thinking that a disabled registered car and blue badge was liable for payment - my mistake on not reading their sign properly. Once I realised I paid enough to cover all the time I was there.
I was 59 minutes late paying as I went and sat on a bench with my also disabled mum and enjoyed the sea view.
I admitted this mistake and apologised but paid enough to cover all of stay.
We returned a couple of days later and paid immediately on parking as after reading notice properly I knew I had to pay.
I will google and see who owns the land/car park.

It is not a fine, it is an invoice from an ex-clamper to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it.
Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

On private land you have to assuem payment IS required, always, until told otherwise. Thats the safe way of looking at the situation.4

Disabled people do have to pay for parking on private land, which is only right, because 'disabled doesn't = poorer than others' any more than 'pensioner = poorer than others'. At most places, everyone has to pay, but disabled people should be allowed a bit more time to get to a machine, not that PPS would have done.
However, you did pay and display before leaving the car park and PPS would struggle in court. We help people win and you have good grounds and we'll certainly support you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
