Hi there,
My wife and I received mail from our old address today, which included 4 parking fines. 3 of which were for my car, 1 of which was for her car. Unfortunately at the time these were issued after we moved house, our V5C forms were not updated. 

The fines against the car in which I am the registered own are for £70 a piece from G24 at a local trading estate.
Fine one is the week before Christmas, one is end of December and one from New Years Day. The driver of the vehicle actually fell into the exception to the general rules here. The signs state you are allowed to park in this car park for 2 hours however, the gym actually allows for more than 2 hours and since these fines (10th Feb), have installed a tablet in which you can validate your parking if you're staying for more than 2 hours. As the registered keeper, I have only actually received the final notices for these, and the other notifications have disappeared, due to the V5C.

Now, I have contacted the gym as the registered keeper, as they previously put out a statement mentioning they could get these waived, but I am more concerned my vehicle has racked up more fines with G24 for the gym and I'm unaware of them due to the V5C, I know the driver of this vehicle uses the gym alot. Should I just wait for the gym to respond to my email despite the time that has passed from the issue date of the fine? Also, is there a way to find out if any other fines exist against my registration from G24?

The car in which my wife is the registered keeper has actually gone through to Debt Recovery plus, a similar story, we dont have notice of the fine due to V5C, purely the date in which is happened, the location, and the reason which is: "INSUFFICIENT PAID TIME". I'm not going to speak to debt recovery plus, but I know they're contacting me from a fine raised by Smart Parking Ltd. I really dont even know how to proceed with this one in any way shape or form, I have no reference to the parking fine, I dont want to speak to DRP, any advice?

    Too late to do much now other than to await the gym's response regarding your tickets. G24 is a pretty benign operator, but they seem to have linked up with DCBL so you might start getting some hassle from them before long. Come back if you do. 

    In regard to your wife's ticket, it's at a different stage and a different PPC, so we can't be advising on both cases on one thread. But she's at debt collector stage (the NEWBIES FAQ sticky, fourth post, advises about debt collectors) and can ignore anything unless she receives either a Letter of Claim or court claim via the Northampton CCBC. She should open a thread of her own if she receives either.

    Just do two three things: -
    1.  Update your V5C (you and your wife's with the DVLA/DVLC - real fines of up to £1,000 if you don't do that and your DL)
    2.  Submit a SAR to the DPO of the PPC informing them of your address for service and requiring them to ERASE your old one.  Also request all the data they hold on you and/or your wife's) car.  You should probably get your wife to do hers even if it actually comes from you, it should be in her name.
    3.  Read the NEWBIE sticky where you will find all the advice you need, especially acronyms and what to do about debt collector's letters.

    Thanks for the advice, should I contact G24 to update the address they have for further correspondance? Or just leave it for now? 
    Also, the DRP has the wrong address also, so I guess the question there is across the board.

    Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. 
    Do this before you do anything else. Parking scammers read this forum.

    There is nothing niche about this at all. We get dozens of threads about people who have failed to update the DVLA when they move. 

    They are not fines.

    Appeal all of them, individually as per the appeal template in blue text in the first post of the NEWBIES. Send all appeals from The Keeper. Add a one liner that the keeper has moved so the PCNs were not properly served.
    In addition, write to the DPO of the scammers giving the Keeper's new address for service. Instruct them to erase the old data and replace it with the keeper's new address for service. Do this for each and every PCN.

    Update the DVLA as well otherwise the keeper might get a real penalty of £1000.

    What happened when the keeper complained to the gym manager/owner/CEO?

    Has the keeper complained tho their MP yet about this unregulated scam?

    When sending the mail to the DPO you could require them to update your address on their records and for THEM to update this with all their agents.  You don't know how many agents/solicitors/debt collection agencies they use and it is not your job to find out and chase them.

    Follow it up now with another complaint and ask them to cancel the PCNs.

    Well it's Smart Parking, who don't use keeper liability under the POFA 2012 and can only hold an admitted driver liable, so tell her NOT to contact them and not to say who was driving at all, ever, in this case.

    No you are NOT.  Have you not read the 4th post of the NEWBIES thread?  This is not even your PCN and you/your wife certainly DON'T contact stupid DRP firms. OMG it's people who contact them who slice their toes off by admitting who was driving, like numpties!  No doing that.

    Do not procrastinate. Instruct the DPO for each and every PCN. Ensure that you use the word "erase".
    Include the PCN number and proof of ID. Normally this would be a copy of the V5 but that's no good if it has the old address. Use instead two redacted bank/card/utility statements instead. Do not send photo ID.
