New boiler grants

Not sur if this is correct place but I enquired about new boiler grant and was successful. However if I want a like for like boiler I have to pay 500 if I want to convert to combi boiler it is 1000. I cautiously agreed to 1000 combi boiler. Today they rang to book me in and they said I would have to pay 1450. I said no they then reduced it to 1250. Is it normal to pay this. I have enquired elsewhere and they say grants are not available and lot of firms won't do it unless boiler is broken.
