Vodafone Scam?

So on 10th May I ordered 2 vodafone basics 8gb sims via uSwitch, they had not arrived by the 23 May so I rang them up since then I have had 6 phone calls and 3 webchats. All these conversations seem to go something like:
I don't know why your sims have not arrived (or other poor excuse: cancelled, on their way or I will sort it out)
we cannot sell basics over the phone
I can do a deal for you on some of our more expensive sims, which adds up to around £60 a year difference

So this go me thinking and I wondered if;
A. anyone has had any joy in ordering the Vodafone basics sims?
B. is it a scam just to lure you into the vodafone system? My reasoning for this is that I have been told that my sims have been cancelled or on the way, so I cannot afford to order new sims from a different provider in case the vodafone sims arrive and I am stuck with 4 sims.
I also spoke to Uswitch who were no help at all.
