This all sounds really horrible for you. I'm sorry your neighbour is being so difficult and making you feel this way. Nothing to add on what other have said. I hope it can be resolved for you.

My only other suggestion is planting some quick growing bamboo! So fences cant be higher than 6 m but bamboo can be!

I'm still puzzled why any posters think someone might get in trouble for playing with a laser light within their own garden - even if it accidentally "hit" cctv cameras (as I can't see how it could "hit" those cameras unless they were filming in that garden - ie breaking the law in the first place). If their lens was facing in a legal direction (ie not into the garden) then I wouldnt have thought it was possible for a laser to "hit" the lens.

That wouldn't give you a pass to cause criminal damage (or any other consequences from aiming lasers into your neighbour's property).

I was playing with an air rifle in my own garden when I accidentally shot my neighbour in the eye. Of course, if they weren't looking, I couldn't have hit them, so it's not my fault...

BTW, don't forget that the footage recorded to the storage drive immediately prior to the camera going dead will show you with the laser pointer, aiming it towards the camera. A camera that could be disabled so easily would be utterly useless for security, since the first thing any miscreant would do is to take it out...
  • Phew - I was going to suggest a powerful laser too, but glad I didn't now...

Actually, I was originally thinking of conventionally-powered lasers, set up on adjustable stands to permanently 'blind' - but not damage - the cameras, but I realised it would be a 'mare to set them up and is really not the way to tackle this issue anyway. So I'm glad I didn't mention that either.

  • "What must I do if I capture images of people outside my own home and garden?

If you are capturing images beyond your property boundary, you should have a clear and justifiable reason for doing so. In particular, you will need to think why you need these images. If asked by an individual or the ICO, you will need to be able to explain your reasons, so you should write them down now. You should also write down why you think capturing the images is more important than invading the privacy of your neighbours and passers-by.

    You will also need to:

    • Let people know you are using CCTV by putting up signs saying that recording is taking place, and why.
    • Ensure you don’t capture more footage than you need to achieve your purpose in using the system.
    • Ensure the security of the footage you capture – in other words, holding it securely and making sure nobody can watch it without good reason.
    • Only keep the footage for as long as you need it – delete it regularly, and when it is no longer needed.
    • Ensure the CCTV system is only operated in ways you intend and can’t be misused for other reasons. Anyone you share your property with, such as family members who could use the equipment, needs to know the importance of not misusing it.

What else should I think about?

    • Before you install the system, consider speaking to your neighbours and explaining what you are doing. Listen to any objections or concerns they may have. It may also be useful to invite your neighbours to view the footage you capture. This may relieve any concerns they have about your use of CCTV. It may also avoid disputes escalating or complaints being made about your recording."

OP, have a word with your local Bobby. He/she'll come round and, I'd imagine, would very quickly assess whether the camera angles are intrusive and unreasonable. Also describe the interaction you've already had with the neighb over this, their resulting manner and what you felt was an implied threat.

The Bobby should then have no hesitation in approaching your neighb and asking for their justification for the camera angles, and - I'd hope - confirmation of what they actually capture.

Hopefully that will do the job. HOWEVER, expect 'tetchiness' at best from the neighb as a result, and I would urge you to immediately contact the police again if there is the remotest suggestion of threat or retaliation from them. You, on the other hand, remain totally calm and reasonable at all times. People like your neighb need putting back in their box at the earliest opportunity before they can start to think they can push their weight.

Once you do this - and I belive you should - then do it with full commitment.

Surely the easiest solution (for the cameras, not for neighbourly relations) is to tell the police that you are worried he is using the camera to stalk small children.  They will then check whether the cameras really do point straight at your property.  Of course the in between stage would be bluntly telling your neighbour that you will suspect paedophilia unless and until he lets you see the footage.  Also not a good move for neighbourly relations.

  • (Oh gawd - I've continued to reply to a defunct thread... :-(  )

Ah well, it might be useful to someone else.
