A private electrician - or you - can only work on a Council property with their permission and this would include fitting a converter socket.

With the safety concerns, Myser, and advice, above from Owain and others, I will look on my roto adaptor as a temporary measure and use with care, one appliance at a time.
Once the lockdown is over I'll ask The Council about changing the sockets - ideally to the triple type. If I have their approval and they can do it, that would be ideal. As long as it is allowed, and if they cannot do it, I'll find out how much a local electrician will cost and budget to arrange it as soon as possible. Safety is important and I'm very pleased to take on board the good information and guidance here, thank you.
