I transferred a sum from my First Direct account to my new account abroad and the charge was £4. Yes four pounds

In Laos? Do they have banks there?

Lao Kip is non convertible outside Laos and the usual suspects like Transferwise and Xendpay don't deal with it. I'm not sure if a regular bank would. I've used Thai baht there when I entered from Thailand and they take USD too almost everywhere. There is an ATM fee if you use an overseas card, but not excessive IIRC so your best bet may be to use a good UK card with no loadings and draw from ATMs.
