The law (RTA 1988) only states that the driver of the "mechanically propelled vehicle" must report the incident "at a police station or to a constable".
The OP wasn't driving a vehicle at the time so why would that apply to them?0 -

My council directly run the refuse lorries and employ the drivers and loaders. The lorries don’t have dash cams, but do have trackers so they know which lorry is where and when at all times. They would check the tracker that the lorry was at the location at the stated time then advise you to get the car to a repairers, likely just pay for the repair because the council self insure to about £10k.0
