Refuge lorry hit my parked car

Today I was getting ready for work in the morning and I heard a bang, so I ran to the window and all I seen was the bin lorry driving away! I went outside to look at my car and they have damaged my car, I can’t even drive it now. I called the council and my car insurance. 
Do they have cameras on them?
what else should I do?

    Now? You wait to see whether they accept liability or deny it. Did anybody else see it?

    Claim direct from the council's insurance, unless they deny it.

    Just because they dust bin there near your car doesn’t mean that they did the damage. Did you see the collision?

    They heard it.

    Contacting the council for insurance details is the first step. If they admit it then great, no problem. If not then you will need to knock on some doors to see if anyone saw anything.

    When contacting the council ask them to preserve any camera footage. Often they have a dashcam.

    Does the OP have a dashcam? If yes, does it have a parked mode? (i.e. it'll take video footage in the event of proximity or movement detect).

    Some have then fitted for the protection of their workforce. Without knowing your local council anything else is mere speculation.

    I doubt the council will give a !!!!!!, refuse collection is usually farmed out to contractors.
    I have suffered this myself earlier in the year, rear wheel steer swung the back end out and it ripped into my car, unless you can provide proof they are liable, it's a simple case of you against a full crew of dustbin men.

    They also aren't going to be eager to give up images from their truck to you or any insurance company even if it still existed.

    This bit is true. It's very unlikely that the collection is run by the council. The bin wagon will be liveried up for the operator, though.
