UKCPM Residential Estate ticket recieved in post

I have read through newbie thread and lots of other messages however wanted to clarify two points.
1) They offer you a discount of 14days from date of issue...why is it not 14days from the date received in the post, ie. date of issue + 2 days for postal delivery? (In actual fact the ticket arrived 4days after issue due to postal delays in current climate) 
2) The simple story is the driver popped into visit a friends flat for about 20min, the signs are genuinely quite small and it was dark...and the driver thinks...parked here before and everything's been fine so should be ok...except now got a ticket in the post. Assuming The driver was in the wrong can he still fight the ticket for any reason?

    1 Who cares? You want the MSE forum 100% discount.

    2 Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper who are two different people in law. The Keeper has protections in law that The Driver does not. Do this before you do anything else. Parking scammers read this forum.

    What does the lease/AST of the friend being visited say about parking, visitors, permits, PCNs, and court claims? Just as importantly, what doesn't it say?

    What happened when you complained to the friend's landlord/MA?

    If the signs were not noticed by The Driver then they cannot have been adequate in order to form a contract.

    Get pics of the site and signage and a copy of the friend's lease/AST asap.


    Send the appeal template in blue you will have found in the first post of the NEWBIES. Send it unaltered from The Keeper. Compare the NTK with the strict requirements of the PoFA 2012 in order to see if The Keeper can be held liable.

    Have you complained to your MP yet about this unregulated scam?

    Same as above:

    1) Who cares?  Only idiots and uninformed people pay PPCs.  Who gives a fig about their discount bribe?

    2) Why the heck are you assuming YOU are in the wrong, when the entire forum is full of people beating UKCPM with the exact same signs and circumstances, week in, week out (at court of course, as there is no appeal that will work - but that's not a signal to ignore the first appeal .  The sticky thread explains why it 'looks better' to a Judge later if you contested the PCN at first).


    Wise up.  This is UKCPM.  No motorists are in the wrong.  UKCPM are.

    What does the lease/AST say about parking? Does it mention the need to display a permit? then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Ten Acts.


    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the enacted

    Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    problem on this one...its a rented car...company transferred details of renter to parking company, so have only

    1) I cannot access lease as this took place few months ago, the car was a hire car and took time for the letter to get to the hirer once the hire company passed on the details. I'm no longer in touch with the resident of said property.
    I have checked the estate website and they simply write that they have given over responsibility of parking to UKCPM and that a valid resident or visitor permit needs to be displayed.

    3) Due to lockdown I am unable to go back to the site and take pix as not travelling far
    4) The keeper is the hire company and will be unwilling to fight this 


    any further thought i'd very much appreciate it

    A rented car you say. How fortuitous.

    Send the appeal by Edna Basher from the latter part of the first post of the NEWBIES thread.

    Send it as the keeper - you are/were the day to day keeper of the car on the day of the event.

    GSV happens to be out of date on as they have changed the road/parking bay markings, you cannot read signs on GSV very well at all as its too small

    Who named the driver?  If it  was the  Hire co, how do they know who was driving the car at the time?  Unless they were there they can only name the hirer, the termporary keeper.
    You never know how far you can go until you go too far.
