I also suspect it could be gas. I've seen similar heavy duty with screw couplings in older industrial properties before colour coding came into play. It could be a spur off the mains and serve a number of properties.
Just because the pipe is exposed now doesn't mean it always has been. If mower drivers hit it now they may also have dislodged a cover.0 -

It certainly looks like gas barrel. Perhaps your house had the gas supply installed after that wall was built. Instead of digging under the wall, they made a hole through it?

Arguably better than having a gas torch at the end of your drive (and likely a loss of gas to house)0
