Customer Services - as you suspect, definitely not worth it.  And I think managers might be a tad busy at the moment.

Does anyone have an idea how to go about this please?
Sticking David Potts email address into google would be a good starting point.

If you don't hear back or if you are fobbed off, send another email emphasising the seriousness of the situation that led to the PCN. Be honest but if the unusual circumstances of the pandemic truly contributed to this, make sure they are fully described and explained.

Current advice is not to worry too much about a POPLA appeal as ECP are not litigious.  As Coupon-mad suggested, read a fair few ECP threads to get the picture.

I appreciate that you need to be very certain of your ground before foregoing a POPLA appeal but unlike most forums, this one is consistent and there are many very knowledgeable and committed people here.  Reading a good selection of past posts will back that up I think.

POPLA appeals are quite often ill considered by newly qualified law students unable to find real jobs.  All that matters is what a judge says.

a short list of POPLA complaints

These are the main areas of appeal you need to research and understand and decide which fit your situation.

    1. No keeper liability, including Notice to Keeper errors (PoFA 2012)
    2. The operator has not shown that the individual who it is pursuing is in fact the driver who was liable for the charge
    3. No Contract to manage parking
    4. Signage
    5. Consumer Rights Act 2015
    6. BPA Code of Practice breaches
    7. Why Beavis doesn't apply in your parking event
    8.  ABUSE OF PROCESS
These are the main areas of appeal you need to research and understand and decide which fit your situation.

    others are available  ;)

Fixed that for you DPD. I doubt POPLA has any 'newly qualified law students' on their books, otherwise we would see at least some decent decisions that didn't rely on template word blocks. And I'm sure someone that qualified would have spotted and had changed that glaring spelling error apparent in every decision. Rationale is not rational. 😣
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

In the interests of balance & given that these days 'a job is a job', I'd like to point out that nail technicians, call-centre workers and soft-!!!!!! authors may have brain cells.  I've washed-up for a living, been a hospital cleaner, run a market stall ... all sorts.  Sometimes got my goat when folks thought I was dim.  I quite liked being a cleaner, it's just the money that sucks.
