Self Employment Grant SIGNIFICANTLY lower than expected

I have submitted my application for the self employment grant SEISS.  The grant is significantly lower than I expected.  This is because they have taken into account my 2016-2017 profits (which were a mere £289!).  This is because I was made redundant during the course of the year and then started up on my own at the very end of the tax year.  The majority of my income from that tax year was from paid employments and redundancy money.  Surely HMRC cannot take that year into account as self employment income only accounted for 2% of my income.  As a result, the 3 year average is significantly lower. Do i have reasonable grounds to appeal the decision?
