Dolphin Fitness - Refund

I ordered a couple of items from Dolphin Fitness on 27 April, having used them successfully for the previous six years.  Since that date one of the items has arrived, but the other has not - despite my trying to call them (their phone number is routed through to a message which says to use their messaging system on the website), and messaged them via their website.  The enquiry generated from my message was immediately closed, with no explanation and no update as to when I will receive my item.  I have tried to contact them again, several times, in vain, and it seems many others are having the same problem.  I paid via my Visa debit card; does that mean I can do a chargeback via my bank?  Seems like this company are now purposely scamming people.
