Lloyds bank not taking phone calls and can't be contacted

So I want to change a current account to a joint account and ring 0345 300 0000. I go through a two minute menu entering account details, voice ID etc. At the very end I am told they are not taking telephone calls and then cut me off.Why could they not play that message at the very beginning?
