I would be complaining by email to the CEO asap (which supermarket ? Give us more info , stop being secretive about location and store name )

Letters can currently take many days or weeks to arrive at their destination , plus there may be nobody opening them

Apologies. I didn't want to draw unwanted attention from the scammers.
The supermarket is Sainsbury's, in Hertford. I will have another look for an email address. There's no way to know if my letter was received or opened.

    It's an ANPR issued ticket.
PCN was issued by PPC on 14th April 2020 for a breach on 26th February 2020 (car park overstay of ~15 mins). PCN was forwarded from leasing company on 24th April 2020 and received by myself, the registered keeper, a few days later. I have now received the PCN from the PPC directly with an adjusted issue date.
So it's 14 days to the leasing company. You haven't told us which parking company. In the context of a hire/lease/company vehicle, the name of the PPC is very important in determining your way forward.

The PPC is Horizon Parking. There is no wording regarding POFA 2012 anywhere on the front or back of the PCN.

Horizon - they're members of the BPA and this opens up an appeal avenue to POPLA. No PPC, even the most legally aware and administratively efficient has ever managed to garner the paperwork required to hold a hirer/keeper liable.  POPLA will uphold your appeal provided you pitch it correctly and you do not identify the driver.

But first, your initial appeal to Horizon using the Edna Basher template, which might in itself extract a cancellation, but at least a rejection and POPLA code.

After sending the initial appeal, do some preparatory reading on how to construct a winning POPLA appeal, by working through the NEWBIES FAQ sticky, third post down.

    Better preparation, better outcome!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
