my partner is already a home owner but I am a first time buyer and I have a help to buy ISA. Will I be able to claim my help to buy ISA and get the bonus from the government or not?

That would depend on whether you are planning to move house, and whether the new house you buy meets the requirements of the scheme. If you are, and it does, then you could claim the bonus on your HTB ISA.0
