Under EU regulations, it is the airline that is ultimately responsible to refund you, even though your contract is with the travel agent.
So, you can contact LOT and demand a refund, and they can either give it to you directly, or they can say that they will pay it to the travel agent. If they agree to the refund and say that they will repay it via the travel agent, that is fine, but they cannot just tell you that it is nothing to do with them.

The legal obligation to refund passengers ultimately lies with the airline.

Airlines and agents may have their own agreements as to who physically provides the refund, but if the flight is protected by the Denied Boarding Regulation, the airline must cough up.

If you’re being given the runaround, Which? advises that you cut out the agent and ask your airline to refund directly into your bank account.

If the airline confirms that it will refund, but insists that it will only pay your travel agent, make sure you get the refund confirmation in writing.

If you are being offered a voucher from your agent, it is likely your airline is refusing a refund. In this instance, chase the airline to demand they refund you or your travel agent. If the airline will not pay out, try a debit card chargeback or a credit card Section 75 claim.

I have opened a dispute with Natwest on my debit card against SkyScanner as they are listed on the Transaction,.  Below is the final response i got from Ctrip. They just do not want to reply to my question and LOT refer me to CTRIP.
    My Question to CTRIP

    Hi,
Please understand the Airline LOT cancelled this flight with less then 24 hrs to fly.  You are the booking agent and should be speaking to LOT to arrange a full refund.
