What do the other 3 renters say about this arrangement?

I would say the landlord should split the water and gas bill up accordingly. Without making any profit.

But then its down to all you can eat for £65?

Depends entirely what the bill is. If the bill is £260 per month then no, he's not overcharging you. Where in the country are you? Do you know if there is a water meter?
