Parking on shared access

Hi
I really need some help, the area outside of my house is owned by the council (marked by the white square). I'm at the end of the three houses,  at the back.

New neighbors moved into the middle house and keep blocking assess to garage and driveway by parking 3 or even more cars
They were parking directly in front of my drive, so that i couldn't get in or out. I asked them to move which they did for a while but have now started to back in front of the driveway again.
We never had any problem before as you can easily park one car on driveway and another one in front without blocking any one.
(mine is the blue car, all the other belong to the house in the middle)

I asked the council if they could do anything, like putting some making down and they have said no.
On my house deeds it does specifically say about the area of land.

I'm just not sure what to do next, talking to them doesn't help. I don't think my house insurance will cover me for this. Should i go back to the council as it is their land?
The reason why this has come to a head now is I've been at work or on call over this whole Covid 19 (work with special needs children) and they don't give a damn that i can't get to work.

    Wel the key is in the word "access", plus "free passage".
    The council is unlikely to take action though through ownership.
    Is it 'public highway' or a private road ownd by the council?
    If public highway, it's illegal to block /park on a dropped curb - do you have a dropped curb? Try the police (though they may not put it high on their agenda - is there a local community bobby?)
    If you rely on your deeds, you'll have to take civil action to get a judge to make an access order on them. If they then continued to block you, that would be Contemp of Court, which is serious. But civil actions take time (especially at present), cost money (you can reclaim if you win) and lots of stress......

    As far as i can find out it is a private road own by the council with the right to access.
    I was wondering if it would be worth going after the council as they are responsible for the land , I could issue a letter of intent to sue them for not loss of enjoyment of my property and devaluing it by not having access.
    The area across the road has parking marked out with a few white lines and that all i really want. 
    The other problem is anyone could just park there, other then the neighbors and i would have the same issue again.
    I'm only 5 minutes from a train station, so it's likely to happen.

    Could you not just park your car where the silver one is in the first illustration? Or have I misunderstood.

    Leave a polite note on the windscreen. It won't work, so use lipstick next time. Not exactly criminal damage is it. Third time, I'd block them in (with the help of others if necessary). Petty yes, but it might work if you say you couldn't get to your spaces. And of course you've all been drinking so can't move cars until next morning.

    What do the other neighbours say?

    You really want to try to avoid a neighbour dispute or it will make it incredibly hard to sell your property in the future!

    If i parked where the silver vauxhall is then i would be blocking their driveway and garage. Where my blue car is parked is opposite the entrance to my driveway/garage. I only parked there to stop them parking in that space, as i can get in or out of drive or garage if they are there. Hope that explain it a bit better,

    The couple on the end are really old and rarely leave the house, so i don't think they would want to get involved and i wouldn't ask them to. I have all ready reported one of the cars as it is SORN off road since January and reported to the council as abandon.
    I would love to be petty but their are 5 adults and two kids in the other house, so I'm out numbered but the idea did make me smile :)
