ISA transfer when not living in the UK

I currently have a cash ISA with Santander, and given the current state of markets, and the fact that I don't expect to need that lump of cash for many years, it looks like now would be a sensible time to put it in to a S&S ISA.  The problem is I'm currently living and working overseas.  My understanding is from HMRCs perspective I can transfer an ISA but not pay in to one, but it seems a lot of providers won't let me. 
I'm thinking a managed fund based one rather than me regularly buying and selling, and the Vanguard Life Strategy looked like a good option.  However they won't accept people living abroad, and neither will  Fidelity or AJ Bell  Hargreave Lansdown might but it seems to depend on circumstances. Looks like Nutmeg do, but I can't find any info online about whether Cavendish will.

Before I start contacting loads of providers has anyone got any recommendations?

I can only suggest you build a prioritised list of S&S ISAs that would be best for your account balance and trade pattern and work your way down it until you find one that will accept your transfer.
