UKCPS parking charge appeal


That out of the way, lets get to it.
I was issued a parking charge from UKCPS on the 09 December from an incident on the 09 November.
I was dropping my partner off for work at 0350 in the morning and received a "no stopping" charge for the above company.
I appealed in time contesting my case that there is inadequate signage at the site, you make a left turn onto the road and the one and only signs to the entrance of the road are positioned as such that if you are arriving from this direction they are simply not visible. Unless you physically lean over the passenger seat to look out of the window you can't see them. I stated this in the original appeal and the fact that technically I was stopped for less than 2 minutes on a completely dead road in the middle of morning that the proposed charge is disproportionate to the alleged offence caused. The letter stated we could appeal through the IAS but I requested a POPLA number instead (oops?). And I wished to make an appeal with them if they rejected my original appeal.
(Just like to add at this pointing have photos of the road entrance and of the signage. Some extra signs did appear for about week facing in the direction we came from but have subsequently been removed again)
I had confirmation that my appeal had been received by them and awaited further correspondence.
I have now received a letter on the 01 May saying we have now been issued a Final Notice Letter to pay the charge in full of £130, I replied to this letter stating that we have not heard anything back from our appeal we made and would still wish to appeal against the charge as it is unfair.
Today I received another letter stating we are unable to make a second appeal as the appeals procedure is now closed with UKCPS and the charge will stand. They claim to have responded on the 30th December but I didn't receive any reply from them whatsoever. I also always check my junk email folder for anything important and I don't recall ever seeing anything in there. There is no further correspondence in my email inbox other than receipt of my original appeal.
They have offered we pay £100 instead of the full £130 within 10 days from the date of this letter and at the end say they will not be entering into any further correspondence, effectively shutting us off completely, are they allowed to do this?
Any thoughts/recommendations are very much appreciated and thank you to anyone who has made it this far through my essay.

They are unregulated, they can do as they please.

There is no choice, this is all explained in the newbies thread at the top of the index paage. usNine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

No paying it. Get complaining to the IPC with evidence, and to the local MP.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's fine to post your own thread and the stickies don't give you anything new for this case. There is no appeal that works, for example, but complaints CAN and DO.
Unusually, as that's such a cash cow entrapment zone, we've encouraged you all to group together and post on one thread so you can all see who is complaining to which MP(s) and to the IPC and to the DVLA KADOE complaints email - and you'll realise that no-one has been sued thus far (and if they are, the Defendant consumer will win).PRIVATE 'PCN'? Like most parking firms, they would only take to court those they deem they can win.
Often these are the most obvious ways of fighting them.
Written tickets:
Photos must include - sign, a fixed ticket to screen, filled out ticket. Must have the full LONG date, clear reg.
Any of these are missing you can raise this
Normal tickets
If windowscreen is blurred
No parking sign in any photos
Must include sides, front, windowscreen. Must have a photo with where you are parked.

Lastly, if your name is registered at your address like Mr A Driver rather then Mr Andrew Driver, you can claim you don't know who it's for. But that's not a very secure method.

I disagree, they lose neakly every case in which we assist.
