The section headed 'Enforcement' says to COUNCILS (not private firms):

Enforcement officers should be focused on providing help and advice about where people can and can’t park and encouraging the drivers of poorly parked vehicles to move where possible rather than issuing PCNs. It is recommended that any enforcement activity focuses on incidents of obstructive or dangerous parking that could have a more significant impact on safety and access for emergency and essential services...
All available off-street provision should be considered as an option to provide additional parking for residents.''
I am showing you that, NOT because NWFE are bound by it (they're not, because they are not a Council) but because this is exactly the sort of appeal you should be making - and to the IPC as well even though we know you are likely to lose as that's a kangaroo court. It should clearly say the car 'was not moved' and mention all three PCNs in every appeal you make. i.e. you must make 3 separate appeals but each must be identical and mention all 3 PCNs and quote the above instructions re 'residential enforcement' and cite the Consumer Rights Act test of fairness in Schedule 2, highlighting 6, 10, 14 and 18.
Don't use the template appeal for these.
But do complain to the Managing Agents of the site FIRST (this week, today!) if this is your residential car park area, and if they are useless, do appeal to the PPC ex-clamper scammers, and DO take all 3 cases to IAS, because I think maybe one or two of them will fall away just by exposing this cynical predatory ticketing during COVID_19.
These are not 'fines'.
We are NOT telling you to pay them but NWFE sue people and ignoring them doesn't look good later in front of a local Judge (where you are always most likely to win, with our help). You can't play the IAS game with templates and you must appeal to the PPC first, and the ONLY way they might drop a couple of these is if you word it like I said.
Have you already complained to the MA then?
Because appeal was NOT the first thing I advised you to do this week.Obviously you must appeal exactly as the PCS letter tells you and quite possibly that's handled by PCS, because NWFE are an 'ex-clamper thug' small company in a big dirty pond of PPCs and I suspect they can't even employ a staff member to string a sentence together to manage appeals. They are that bad. So they probably use PCS templates to reject appeals and offer IAS.

Yes, avoiding any identification of the driver. So no 'I, me, myself', everything in the name of the keeper. Separate appeal (just copy and paste each one) for each ticket. Follow precisely the method by which the appeals should be made, as per their letter.I'd also do a belt and braces on it by also emailing copies to NWFE, as they are the interested party, not PCS.Is your vehicle normally parked at this car park? Oh dear. NEVER EVER park where there is a scam ex-clamper parking firm with signs up. Jeez did you not know you could have parked onstreet ANYWHERE during the lockdown, and not got a Council PCN if you were not obstructing anything? Councils were told to play fair - I showed you.
Why on earth do people seek out car parks? Why oh why choose a car park? I do not understand the mindset of 'oh look there's a car park' when parking is free on street...and I've been driving for over 40 years.
Don't say ANY of that in your appeal and remove that post NOW in case the PPC are reading this.

there are restrictions all around our area on the roads with yellow lines as well so parking there wouldn't have been an option for us. shall I now appeal these through the website and not the MA?0
