Medical, new drivers act, issued in error and fail to surrender for points are the four reasons to revoke a driving licence.
I think section 99 covers them all.Thank you: every day is a school day!In the case of failing to surrender, what conditions have to be met to get a new licence? If one simply has to send a new application, the whole process seems rather pointless.

Can I ask a stupid question?
Why in this day and age do you have to send in your licence to have points added?0 -

To avoid any further speculation perhaps the OP could clarify what actually happened. First of all perhaps he could tell us what offence led to all this so that we can hazard a guess at the number of points involved. Then he could tell us whether he was offered a fixed penalty, paid the money but forgot to send in his licence. Then he could tell us whether court action followed and if so what the outcome was. He might then add how long it is since he passed his first driving test (so that we can rule in or out him falling foul of the New Drivers legislation). These and other questions.....0

There was actually an attempt to change it but the legislation was lost in one of the general elections we've had since 2015.0
