Differentiate one worker from another

My question. 
Can an employer differentiate one employee from another even though they are both on the same zero hour contract, carry out the same tasks and yet one receive furlough and with no explanation, no clarification of criteria for making decisions, and offer no transparency in their considerations.

    Do they have work for the other employee or have they just furloughed one and left the other one with nothing?

    If the company is having a grant, how can this be and why would that be? Surely this is discriminating of sorts. How would they come to a decision and what criteria would they use. Could I ask that of the company?

    Basically work with many chefs in a football club. Some have been furloughed, some haven't and there is no reasonable explanation to why. All on same contract, all with same tasks

    If there is only 50% of work available, then 50% of the workforce who do that task go. Nothing wrong with that at all.

    Probably as they needed to furlough not all. You probably find they either picked names out of a hat or furloughed the worst staff.

    Probably need to clarify. None of us are working. The club shut down and chefs are not working at all.
