"It is expected that the borders will not be reopened until October"
As I said nothing has been confirmed but if I had a holiday booked to Spain in June\July\August I wouldn't be surprised if it did not go ahead.

Yes, hotels will start opening is some places from Mon 11th May  but this is for locals only
On the 6th June at the earliest  (Phase 3) Spain will allow  Citizens and residents of Spain will be able to travel throughout the country
This will be the first time they people  can move around freely to different areas.
The "new Norm" is from 22nd June at the earliest  but there is little detail on what that will be.

Unless the Government changes their plans, there will be no international holiday  travel  until at least 22nd June


The trouble ahead is that hotels might be open but can't accept international guests and that might cause a battle for refunds.
