My extension & my neighbour

Comrades, my next-door neighbour happened to mention that, maybe next year, he intends installing decking over his wee back yard and possible over his single-storey extension.

He said he intends to connect his joists to my extension (23) on one side and to his extension (25) on the other side of his yard - see image (joist indicated in orange). The image I've uploaded is from the own plans for my extension years ago.

Do you reckon he has any right to do this if I don't want this structure attached to my house?

    If it isn't a party wall (it doesn't look like one on the drawing as it doesn't cross the centre line of the chimney) then he cannot attach anything to it.

    If it isn't a party wall (it doesn't look like one on the drawing as it doesn't cross the centre line of the chimney) then he cannot attach anything to it.  
    I've amended the drawing - I'd added that chimney in Photoshop as it was missing from the original plans.  After popping out the back, the chimney's centre is indeed perfectly in line with my outer limit.

    So 

    a) it is your property and he is not allowed to attach to it. 
    b) he'd need planning permission (and it's likely to be refused on the grounds that it will affect your privacy.

    Well, there's no window on that wall, so that's not an issue.

    You've only seen elevations, so you have no idea whether there's a window or not, but I was neither assuming nor commenting on that.  

    It affects their privacy in the nearest part of their back garden as it is though to be overlooked to a greater degree than just a window. 

    It would be a straightforward refusal where I live.
