Charge back for non assistance from booking company

I have booked a hotel in Singapore through booking.com. They used a third party; booking basic, to carry out the booking. All non refundable. After my flights were cancelled I contacted the hotel and asked for free cancellation which they granted. Booking.com will not refund. Can I request a charge back to the credit card ?

I fear this route would fail. Booking.com would just defend the claim by showing the credit card provider/bank that you booked a non-refundable room. Whether the hotel agreed to the refund or not would be immaterial in this case. You really need the goodwill of the party (both) to make the concession to refund on a non-refundable rate plan.0
