The mobile bill you provide to us to at the point of your claim must be in relation to the mobile number we connected or upgraded. If you ported a different number to your new contract, the bills then need to show the number you have ported to.

I have the first bill with the original number and the latest bill showing only the ported number (both show the same O2 account number). However, their online claim form allows uploading only one bill.

Does anybody know how to submit a claim without merging two pdf bills into one?

You need to upload the bill for the month required, not both bills.  You might want to contact them as well to tell them you ported a number in. Their FAQ doesn't seem to explicitly say you need to tell them, just " If you ported a different number to your new contract, the bills then need to show the number you have ported to."
