Can someone hack into smart tv to get access to internet.

                    I use my mobile data for internet as I get unlimited data and don't have home internet.
I first noticed a month ago that someone appeared to have hacked into my phone I could see something called "connected device" and was using my internet, my phone slowed up considerably I changed the passwords of the hotspot and all was fine.
Since then I noticed again starting a week ago that this 'connected device' showed up again. I don't believe it's any of the devices i own. Could someone hack into my smart tv to get access, if so is there a way to find scan the tv, or ban this device from accessing?

            If you have never connected the TV to a network is is unlikely that it is the TV.Look in the TV settings for the television's MAC address. Look in the connection properties for the mysterious connected device for the MAC address of this object. If they don't match it isn't the TV.

            Could it just be a neighbour hacking into the wifi mobile hotspot ? Do you leave the hotspot enabled all the time, or only when you want to access the internet from another device ?Which OS and version is on the phone ? Is the hotspot functionality built-in, or an app ? I think that even if you configure the hotspot to only accept particular devices, it's not impossible for a hacker to impersonate those devices in order to gain access. wifi isn't terribly secure.0
