    I like what the OP is doing.

    But this letter beamerguy, it really explains why referring to the PPCs as scammers is entirely accurate.  Somewhere in Point 4 it loses clarity somewhat ... well to my mind it does.  I'd like to see that letter improved a bit and bandied about.

    I disagree.  The DVLA is ultimately at fault as it is failing in its duty to regulate its own ATAs.  It has consistently ignored all the evidence provided about the IPC/Gladstones conflict of interest and allowed the scam to continue.
