In this case yes,  legally  it's not their problem that you couldn't get there, so I believe trying to chase them will be fruitless.

But just because the insurance company says you are covered, you can fight their decision if you think it's incorrect.
That would be the route I would be going down.

Correct.  The Villa was still available to you.  
Although flights have continued to operate to Florida (Miami) on a daily basis, you wouldn't have been allowed to travel anyway as the US has largely closed its borders.

It would have been different if you had booked a package that included flights.  Cancellation of the flights would have resulted in cancellation of the whole package.

I'm sorry.  It's unfortunate for you. But as I see it you are not entitled to a refund on the accommodation.

OP posted and then deleted.  They should have gone quite recently - within the last couple of weeks.

Then I'm puzzled to to why the insurance company saying they can't pat out as the villa is open.
As travelling their would be against FCO advice.
