Royal Mail Special Delivery, status delivered but no parcel

Hi all
I'll make it quick. I ordered something from ebay a few weeks back, its estimated delivery date was 22nd April. No parcel in sight so I contacted the seller yesterday (29th april). He messaged me back saying he sent it out on monday(20th april), he sent me the tracking number and picture of the recipet. It says the parcel was delivered at 11.06 and it was signed with a X.
I was at work last week, and my partner says no post came. I asked my neighbors but they havent received any parcel.
I tried to make a complaint at the local sorting office. But they were no help, as far as they're concerned its delivered. They said it's on the seller to chase up the problem. I messaged the seller he responded the next day(today) he said he will contact them.
What are my rights what can I do? The postman in the past has delivered post for flat 51 to mine(15). If he has delivered it to the wrong flat is there anything I can do?

The Post Office will not accept any complaint from you, since you did not send anything. If you feel inclined (and can do so safely in the current situation) you could go ask the occupants of flat 51 if they have your parcel.Otherwise, it's all in the seller's hands at the moment..0

These are always difficult as, in any dispute like this, the seller has the advantage of some independent evidence that says the parcel was delivered. Plus, generally RM Special Delivery is regarded as one of the more trustworthy couriers.
However, your claim is still against the seller. You have no contract with Royal Mail.0 -
Worth noting the Post Office won't handle any kind of complaints regarding delivery issues as they go through Royal Mail.
Royal Mail allow either the sender or recipient to claim for a lost parcel.
(Of course OP's rights are with the seller).

Its just generally easier for the sender with proof of postage,value etc.
OP contact RM customer services ASAP about this.

How would be the best way of complaining to Royal Mail, I tried via the website, on their problems section it basically says if this happens then contact the seller and get them to complain.custardy said:

Since you've already contacted the seller, I suggest you see what they come back with and proceed from there .freespirit77 said:

Have you checked that the receipt has your post code on it and the tracking shows the parcel was delivered from your local delivery office ?
