Also as DoaM says, HE has to sort this out, not you, because the company won't deal with you as you're not their customer. And you doing everything for him will do him a massive disservice as he'll never ever learn to sort things out on his own.
He states that the insurers judged that he could not use the no claims because they believed it was on another car not that he had failed to send proof1 -
Some insurers do not accept no claims gained on a private vehicle for an policy on a commercial.1

It's also worth ringing up and being firm but polite - the moment a customer 'kicked off' during my time call handling, they got the bare minimum.
I'd genuinely go out of my way to help those that were nice and respectful and wanted to work with me to find a solution, rather than eff and jeff.1
