Hotel not wanting to refund, is this legal.

Hello!
I booked a stay for a hotel in Amsterdam on a non refundable rate which is suppose to be this Friday. Due to the Coronavirus this isn't possible. The hotel have offered me to rebook but I want a refund! Do they have to give me one?

    Are they open and accepting check-in’s?

    I had two bookings for our group, one on hotels.com and one directly with the hotel itself.

    How was you getting to Amsterdam (had it been booked)?

    If the hotel is open and operating and you booked a non-refundable rate then there is no obligation on the hotel to allow a free cancellation and refund.   Some hotels may offer a discretionary waiver, credit or allow you to change to an alternative date.

    If the hotel is in Amsterdam, then any rights are those according to Dutch law not UK.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    Flying and all flights have been cancelled.

    I wouldn't say generous lol. They've done it as the Dutch government has advised to do so and informed them that they can't have large gatherings... The group number I'm in is considered a large gathering.
