No but they can issue you with a speculative invoice.  Why not read the NEWBIE sticky and then ask your specific question if the advice provided does not help you?

They are not doing anything illegal , if you think it's illegal , please name the law they have broken

Nor are they fines , they are speculative invoices due to a driver parking on private property without permission , so if anyone did something illegal , it was that driver trespassing , until people stop thinking they can park where they like for as long as they like , the private parking industry will continue

The driver pays road tax , so park on a public road

No private company can fine you for parking.  Some companies send you invoices for alleged breaches of contract.  You only need pay these is a judge tells you too.  There is a lot more information in the stickies.  Never park on privare land unless you have complied with the landowner's wishes.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

You never know how far you can go until you go too far.

    It is not a fine.

Please read the sticky Announcement for NEWBIES that you will find on the main forum page. If you ned further help, please start your own thread rather than a random post from over three years ago. Plan A is always for the keeper to complain to the landowner and the keeper's MP.
Plan B is to appeal using the template in blue text you will find in the NEWBIES.

To get to the main forum page, click on the link at the top or bottom of the page you are currently on.

Once there, click on the NEWBIES thread and start reading.
